IMPLEMENTASI KEBIJAKAN PELAYANAN ADMINISTRASI TERPADU KECAMATAN (PATEN) DI KECAMATAN KAWALI KABUPATEN CIAMIS

Abstract

This research is based on the main problem, namely that the implementation of the District Integrated Administration Service (PATEN) policy in Kawali District, Ciamis Regency has not been optimal. Therefore, the researcher determined the research title: "Implementation of the District Integrated Administration Service (PATEN) Policy in Kawali District, Ciamis Regency." The theory used in this research is the factors influencing policy according to Edward III in Agustino (2008: 149), namely communication, resources, disposition, and bureaucratic structure. This research uses a descriptive research method with a qualitative approach. Data collection techniques used were interviews, observation, and documentation study. Based on the research results and discussion, it can be concluded that the implementation of the District Integrated Administration Service (PATEN) policy in Kawali District, Ciamis Regency has not been optimal. This is based on the analysis of the dimensions of policy implementation that have not been fully implemented. Of the four dimensions of policy implementation that were analyzed, two dimensions have been implemented well: the disposition dimension and the bureaucratic structure dimension. Meanwhile, two dimensions have not been implemented well: the communication dimension and the resources dimension.
