KEBIJAKAN EFEKTIVITAS PELAYANAN SIM BERBASIS APLIKASI DIGITAL (SIM ONLINE) DALAM MENINGKATKAN TRANSPARANSI PROSES PERPANJANGAN SIM DI POLRES TASIKMALAYA KOTA

Abstract

This research is entitled "The Policy on the Effectiveness of Digital Application-Based Driver's License Services (SIM Online) in Increasing Transparency of the Driver's License Renewal Process at the Tasikmalaya City Resort Police." Based on observations at the Tasikmalaya City Resort Police, problems were found indicating that the Policy on Digital Application-Based Driver's License Services (SIM Online) in increasing transparency of the driver's license renewal process has not been effective. Furthermore, the author formulated the research problem: "How is the policy on the effectiveness of Digital ApplicationBased Driver's License Services (SIM Online) in increasing transparency of the driver's license renewal process?" The theory used in this research is the measure of effectiveness according to (Steers, 1985: 53), which includes goal achievement, integration, and adaptation. This research uses a descriptive research method with a qualitative approach. Data collection techniques used were interviews, observation, and documentation study. Based on the research results and discussion, it can be concluded that the policy on digital application-based driver's license services (SIM online) in increasing transparency of the driver's license renewal process at the Tasikmalaya City Resort Police has not been effective. This was analyzed based on the measures of effectiveness that have not been fully implemented. Of the three measures of effectiveness analyzed, two measures of effectiveness have been implemented well: the measures of effectiveness through goal achievement and adaptation. Meanwhile, the measure of effectiveness through integration has not been implemented well.
